ALBANY — The anti-hydrofracking group Elected Officials to Protect New York held a news conference at the Capitol to argue that the potential costs of dealing with a natural gas boom could be seen as an unfunded mandate on localities.
Test this statement: “Gas drillers, however, have said that opening new wells would increase property values, with higher tax revenues resulting. ”

We, the undersigned elected officials, are sworn to protect our communities and safeguard the public health, environment, and economies of New York State’s towns, villages, counties, and cities. Therefore, we respectfully urge you to maintain the de facto moratorium on high-volume hydraulic fracturing with horizontal drilling in New York State until analyses have thoroughly and properly evaluated the potential health, economic, and cumulative environmental impacts on local communities. The current analyses fail to meet this standard and new concerns about the impacts of hydraulic fracturing arise every week.
In a statement on September 24, 2011 you said, “My point all along is to make the decision on hydrofracking based on the facts and on the science.” (emphasis added) We support this principle. However, the facts and the science currently leave many serious questions unanswered.
Therefore, we respectfully urge you to maintain the de facto moratorium on high-volume hydraulic fracturing until the following independent assessments have been completed:
- A comprehensive health impact assessment of the entire shale gas extraction process, including but not limited to direct and indirect health effects and cumulative health impacts;
- A revised and properly thorough analysis that considers all potentially negative socioeconomic impacts, including but not limited to increased demands on local governments, first responders and law enforcement, and the effects of drilling on property values and home mortgages, existing businesses and economies, and local community character; and
- A revised and properly thorough study of cumulative impacts, including but not limited to the impacts on the rural landscape, water resources, air quality, and greenhouse gas emissions, and the lack of safe alternatives for wastewater disposal.
Even though the Department of Environmental Conservation is finalizing its environmental review and revised regulations, the Department has already signaled that a comprehensive health impact assessment is not necessary. Its study of socioeconomic impacts reported positive impacts but failed to properly analyze the negative impacts, and the revised SGEIS still failed to adequately consider cumulative regional environmental impacts, despite many comments highlighting this gap in the first draft.
To earn our and the public’s confidence in the adequacy of the assessments we are seeking, all these studies must be made available for public review and comment before regulations are finalized or the moratorium is lifted. These studies are essential for New Yorkers to trust the safety of hydraulic fracturing in our communities. Many potential impacts of drilling are irreversible. These questions must be answered before – not after – any decision is made about hydraulic fracturing.
As elected officials from across New York State, we share with you the responsibility to protect and defend our people and our state. Although the geographic area where drilling may occur may be limited, the impacts will be felt across the state. Unless and until the facts and the science prove that horizontal hydraulic fracturing is safe, New York’s de facto moratorium must remain in place. It appears that the directive to answer the questions that New Yorkers are asking must come from you.
